UKRAINIAN-OTTOMAN AGREEMENT DRAFT OF 1669

The article covers the preparation of the Ukrainian-Ottoman agreement of 1669. The research methodology is based on the principles of historicism, scientific objectivity, and a dialectical approach to the analysis of historical phenomena. The scientific novelty concerns the highlighting of the positions and level of political awareness of the Cossack officers of the second half of the XVII century and outlining of Petro Doroshenko’s desire to gain the sovereignty for the Zaporozhian Host (Hetmanate). The realization of the goal according to the traditions of the early modern era was seen in the acceptance by Ukraine the suzerain’s protection. The hetman’s diplomatic efforts were aimed at finding compromises between Chyhyryn and Constantinople. During lengthy negotiations, the content and main provisions of the agreement were agreed upon. Conclusions. Project of the document clearly demonstrated the dominance of the right-bank officers’ idea of their own state within the ethnic boundaries of Ukrainians. It is noted that the agreement with the Ottoman Port had a similar character of the latter’s alliances with a number of countries of the Northern Black Sea coast and the Balkans. The author notes the continuation of the tradition initiated by Hetman Bohdan Khmelnytsky in his orientation toward the Ottoman Empire. The troops subordinated to the Sultan during hostilities on the territory of Ukraine had to be on the territory specially designated by the Hetman’s authorities and unquestioningly obey the head of the Zaporozhian Army. Ukrainians were recognized to have freedom of religion, and Turks and Tatars were deprived of the right to build mosques. The list of conditions also included the language issue, namely the need to use Ukrainian in interstate relations. Is noted that the agreement with the Ottoman Port had a similar character of the latter’s alliances with a number of countries of the Northern Black Sea coast and the Balkans. At the same time, the hetman interpreted “citizenship” as a protectorate on a voluntary basis of sovereign parties with mutual responsibility inherent in the European historical tradition.
