Organizational and technological aspects of regulatory framework for technical safety requirements for building materials and products

The Ministry of Construction and Housing and Communal Services of the Russian Federation, in accordance with the protocol of the written survey of members of the subcommittee on technical regulation, application of sanitary, veterinary-sanitary and phytosanitary measures of the Government Commission on Economic Development and Integration dated December 13, 2021 No. 2, in the Russian Federation has been determined as the developer of the draft Technical Regulations of the Eurasian Economic Union “On the safety of building materials and products” (hereinafter referred to as the Technical Regulations). In order to form an evidence base for the Technical Regulations, the authors of this article, together with the National Association of Surveyors and Designers, were instructed to prepare a research paper on the topic: “Analysis of the existing regulatory and technical base in the countries of the Eurasian Economic Union related to building materials and products, systematization of technical requirements by product groups in order to form an evidence base in accordance with the current and developing technical regulations of the Eurasian Economic Union, as well as preparation of proposals for the interstate standardization program”. The article examines the analysis of the existing regulatory and technical base in the countries of the Eurasian Economic Union (hereinafter referred to as the EAEU, the Union) related to building materials and products, systematization of technical requirements by product groups in order to form an evidence base in accordance with the current and developing technical regulations of the EAEU, as well as preparation of proposals for the interstate standardization program (hereinafter referred to as the comparative analysis). The EAEU member countries have implemented harmonized national standards and requirements for construction materials and products, which are mostly based on foreign standardization experience. This creates certain difficulties for their manufacturers and suppliers, since they have to adapt to the various norms and rules of each country. The purpose of the work done on comparative analysis is to correlate the requirements for construction materials and products in the EAEU countries and determine uniform requirements for their subsequent inclusion in the evidence base of the EAEU technical regulations and use the obtained results in forming requirements for a specific construction material and product during incoming inspection at a capital construction site. The article reflects the key stages of the work: the expected result, the formation of a regulatory and technical framework for performing work on comparative analysis, the main criteria for determining the fundamental standard for a specific type of construction materials and products and the formation of requirements for construction materials and products, as well as an analysis of the standards of comparative analysis.
