The 2019 Correctional Service Act and Reintegration of Ex convicts in Osun State, Nigeria

The Nigerian Correctional Service Act 2019 identifies the reintegration of ex-convicts as a core objective. However, its implementation remains weak, leaving ex-convicts to face significant challenges in resettling into society. This poor management of reintegration contributes to the country’s persistently high rates of recidivism. Focusing on Osun State, the study examines the impact of the Correctional Service Act 2019 on reintegration outcomes. Using an exploratory research design, it draws on In-depth Interviews (IDI), Key Informant Interviews (KII) and observation with ex-convicts discharged from Ilesa and Ile-Ife Correctional Custodial Centres, alongside Officers, community/opinion leaders and nongovernmental/faith-based organizations involved in reintegration efforts. Data were analysed through thematic analysis with ATLAS ti software. Findings indicate that while non-custodial sentencing has been partially implemented, other critical reintegration provisions in the Act remain largely unfulfilled.  The study concludes that the Act has not made significant impact on reintegration of ex-convicts largely because of weak implementation. The study thereby recommends that both State and non-State actors must work collaboratively to ensure the full implementation of the Act, while also advocating for its amendment to strengthen provisions that can promote sustainable reintegration of ex-convicts into the Nigerian society.
