Key factors influencing the use of electronic procurement catalog for SMEs In Indonesia through the UMEGA Model

A specific example of technological advancement in government procurement of goods and services is the use of the government electronic procurement catalog. This study aims to examine the influence of performance expectancy, effort expectancy, social influence, perceived risk, facilitating conditions, attitude, behavioral intention, computer self-efficacy, perceived service quality, trust in government, and intention to recommend on the use of the local electronic procurement catalog by SMEs in Central Java. Through a five-point Likert scale questionnaire, the study collected data from 330 respondents, spread across several characteristic as age, gender, education, and length of use. Through the CB-SEM and UMEGA Approaches proved that performance expectancy, effort expectancy, social influence, perceived risk, and computer self-efficacy influence attitude. Facilitating conditions influence effort expectancy. Facilitating conditions, attitude, perceived service quality, and trust in government influence behavioral intention. Behavioral intention, perceived service quality, and trust in government influence the intention to recommend using the government electronic procurement catalog. This study recommends improving the quality and use of electronic procurement catalog through several areas, as collaborating with external partners, conducting socialization and training related to the use of electronic procurement catalog, and developing and optimizing the Apik Lakoni Platfrom. Further research is expected to be able to expand data collection not only through questionnaire distribution but also through the hearing of opinions from users which can be noted in a sheet interview using better and more robust research instruments to represent the research variables with a broader scope of respondents.
