Empowering Change: The Role and Impact of Barangay Anti-Drug Abuse Councils

This study examines the functionality of Barangay Anti-Drug Abuse Councils (BADACs) in the 6th District of Negros Occidental, Philippines, through the lens of the DILG Memorandum Circular 2015-03. With all barangays in the district affected by illegal drugs, BADACs play a critical grassroots role in peace, safety, and community welfare. Utilizing a descriptive research design, quantitative data were collected via surveys from 315 BADAC members, complemented by qualitative insights from focus group interviews with 35 council chairpersons. Statistical analysis indicated that BADACs generally achieved "excellent" mean ratings (3.5–4.0) across core functions, including regular/special meetings, program planning, auxiliary team organization, coordination with partner agencies, and data management. Second-class and rural barangays consistently demonstrated higher mean scores compared to first-class and urban counterparts. Conversely, small barangays reported lower average ratings, particularly in processing drug surrender applications (mean: 3.47, "satisfactory") and implementing livelihood projects for rehabilitated individuals (mean: 3.42, "satisfactory"). Key facilitating factors included strong organizational structures, active support from national agencies, and robust monitoring systems. Major challenges identified were insufficient funding and logistics, limited community engagement, criminal ties to authorities, and policy or enforcement gaps. The study concludes with practical recommendations for local executives, national agencies, and stakeholders to enhance BADAC effectiveness through targeted interventions, capacity building, and sustainable policy reforms.
