Keynes, Seers and Economic Development

There is no need to repeat here what was said at the time of Dudley Seers' death about the great loss of a friend and source of inspiration. Now the time has come to take a little distance and try to appraise his contribution to thinking about development. Perhaps the best way I can think of trying to do this is by relating his work and thinking to that of John Maynard Keynes.
