Abstract In the aftermath of the Terror increasing numbers of emigres, ex-revolutionaries, and foreign polemicists were portraying the Revolution as a moribund project. French manners were perceived to be antithetical to republicanism, and endemic bloodshed the unavoidable consequence of their conflation.
