BPKH was stablished to improve the quality of Hajj pilgrimage management, increase the rationality and efficiency of BPIH, and increase its benefits for Moslem community. The issue of hajj finance sustainability is crucial given the long waiting period for prospective pilgrims. This study aims to analyze (1) BPKH strategy in managing Hajj finances, (2) distribution of benefits and the sustainability of Hajj finances, and (3) implications of Law No. 34 of 2014 on Hajj financial management. Some theories used to analyze research objectives are strategic management theory as the main theory, justice theory as the intermediate theory and investment theory as the applied theory. This study is a qualitative study with data sources obtained from field research, interviews and library literature. The study found (1) BPKH's strategy in managing hajj finances is carried out by creating a five year strategic plan that includes strategic plans, regulatory and institutional frameworks as well as performance targets and development of hajj finances through sharia banking and investment, (2) current benefit distribution pattern threatens long-run sustainability and violets proportional justice for waiting pilgrims, (3) implications of the implementation of Law No. 34 of 2014 are separation of hajj financial management from Ministry of Religion, management of hajj finances by sharia banking, management of hajj finances for investment, authority to distribute benefit values ​​by BPKH.
