In general, the autonomy of local government has not been recognized in Vietnam. But there is not much difference between the autonomous local government of the West and nonautonomous local government that in Vietnam. Because all local governments have responsibilities to solve local issues relating to the lives of local people. But going into details, there is still some differences between them. The most important decisions of the local government, especially on human resources, must be approved by the higher authorities.
