The article is dedicated to the famous scientist, Honored Worker of Geodesy and Cartography of the USSR, Honored Worker of Higher Professional Education of the Russian Federation, Corresponding Member of the Russian Academy of Natural Sciences, surveyor, photogrammeter, Doctor of Technical Sciences, Professor, Head of the Department of Engineering Geodesy at the St. Petersburg Mining University (1984–2009) Viktor Ivanovich Pavlov, who passed away on December 25, 2023, leaving behind a rich scientific legacy. A biographical essay was prepared for the 95th anniversary of Viktor Ivanovich`s birth, which will introduce the reader to his biography, scientific and social achievements. The materials are useful for scientists, teachers, representatives of the industrial sector, students and graduates, whose scientific and professional activities are related to geodesy, mine surveying, photogrammetry, land management and cadastre. Much attention in the work is paid to the period of V. I. Pavlov`s labour activities at the Leningrad Mining Institute (later the St. Petersburg Mining University), the scientist made a significant contribution to its development
