This chapter highlights Henry L. Stimson's role as American governor-general. Stimson paved the way for the executive transition from an American governor-general to a Filipino president. He had many more plans for the Philippines, but his tenure in the islands lasted just one year. The 1928 presidential election placed Herbert Hoover in the White House, and he tapped Stimson to be his secretary of state. But for the year Stimson was in the Philippines, the most significant personal change in his life was a deep and abiding friendship with John Early. During his second month as governor-general, Stimson traveled north for an extensive inspection trip among the Igorots. His diary entries reflect how tremendously impressed he was by the work of the Igorot officials and Early's governance. The brick hospital, administrative buildings, and modern jail facility were a testament to Early's work as lieutenant governor between 1910 and 1911. From that point on, Stimson consulted regularly with Early on numerous matters, and they vacationed together, both in the lowlands and highlands.
