QUALITY OF MEDICAL CARE IN THE CONTEXT OF THE FUNCTIONING AND DEVELOPMENT OF THE REGIONAL HEALTH CARE ECONOMY

The article examines the problem of ensuring the quality of medical care in the health care system of the Chelyabinsk Region. An integrated approach to assessing the quality of medical care is proposed, taking into account the organic relationship of its structural components. In this regard, the analysis of the results of the functioning of the regional health care system from the point of view of the resource and effective components of the quality of medical care was carried out. Indicators were analyzed, including both objective data of statistical reporting and subjective assessment of recipients of medical care. Statistical information for the period 2015-2022 was taken from open sources. The analysis of subjective data was based on the analysis of the results of selective observation of the quality and availability of services in the fields of education, health care and social services, promotion of employment, conducted by Rosstat in 2015-2023 in the constituent entities of the Russian Federation, which made it possible to obtain feedback from the residents of the region on their satisfaction with the quality of medical care. The state of the main resources of health care in the region has been assessed: financial, material and technical and personnel. The main reasons causing dissatisfaction of the population with the quality of both primary health care (mainly outpatient conditions) and the conditions of a round-the-clock hospital have been determined features.
