The monograph examines various aspects of the institutions of amnesty, pardon, criminal record: the concept, the history of formation, foreign legislative practice. The features of the personality of the amnestied and pardoned are analyzed. A comparative analysis with related institutions was carried out: parole, rehabilitation.
