The presiding judge of a panel (not to be confused with the presiding judge of a division) is to be appointed by the Presidium. In the absence of such decision, the most senior judge shall be the presiding judge (Rule 341(4) UPCARoP). The allocation of judges and the assignment of cases within a division to its panels are governed by the Rules of Procedure.
