Implementation of the No-Helmet No-Travel Policy

This study employed a descriptive research design to evaluate the implementation of the "No-Helmet, No-Travel" ordinance in the Municipality of Saguday, Quirino, which mandates the use of safety helmets for motorcycle drivers and riders. The ordinance supports Republic Act No. 10054 (Motorcycle Helmet Act of 2009) and aims to promote road safety. Using survey questionnaires, data were gathered from 150 respondents, most of whom were male, married, and from various sectors. The analysis revealed that the ordinance was perceived as highly implemented, with no significant difference between the views of implementers and motorcycle users on awareness, mandates, and regulation. Factors affecting the implementation included public awareness of helmet safety, enforcement capabilities, availability of helmets, and public perceptions of helmet use. The most common issue was non-compliance due to financial constraints and the unavailability of helmets. To enhance policy implementation, the study recommends launching a more extensive public awareness campaign focused on the importance of helmet use for road safety. The findings of this study provide insights that can be used to improve the enforcement and effectiveness of the "No-Helmet, No-Travel" policy in Saguday.
