The purpose of the work is to substantiate educational organizations’ competitive advantage formation based on the identification of systemic determinants that define their resource potential and directions of development, as well as to propose a protocol for the management of basic factors for an effective development strategy. The research methodology includes the analysis of systemic determinants of educational organizations’ competitive advantage formation and identification of qualitative and quantitative characteristics of resource potential. The results of the work reveal specific regularities of educational organizations’ competitive advantage formation and propose a protocol for managing the basic factors of educational organizations’ development. The results of the study on systemic determinants of educational organizations’ competitive advantage formation can be applied in the design of development strategies of educational institutions, in increasing their efficiency and success in the educational services market, as well as in improving education quality and training.
