Land and Tenant Rectification, and Land Redistribution Reform during the Reign of King Wonjong of Goryeo
View through CrossRef
This paper examines the fiscal reforms implemented by the Goryeo government after the Mongol invasion, focusing on tenant rectification and tenant reorganization. Following the invasion, the Goryeo government faced the challenge of restoring the capital, recovering devastated land, and stabilizing the population. Many people had been detached from their land, and records were lost. Additionally, powerful families controlled much of the land. To address these issues, the government implemented policies to stabilize land and population, which led to tenant rectification and reorganization, alongside land redistribution and confiscation of political opponents' wealth.
The government also had to replace the collapsed land distribution system (Jeonshigwa) with alternative plans, such as the Nogwajeon system. Tenant rectification and reorganization, together with land redistribution, were key components of these reforms, aiming to stabilize Goryeo's economy and society after the Mongol invasion.
