Research on the Win-win Performance of Carbon Dioxide Emissions Reduction and High-quality Development under the “Dual-carbon” Goal in China

Abstract As the country with the largest total and incremental carbon dioxide emissions in the world, China is under increasing international pressure to reduce carbon dioxide emissions. At present, China is in the post industrialization development stage, facing the dilemma of economic growth and carbon dioxide emissions reduction. Therefore, it is the most urgent task for the Chinese government to study the performance path of achieving a win-win situation of carbon dioxide emissions reduction and high-quality development under the “dual-carbon” goal. This paper calculates the comprehensive evaluation index of high-quality development in 30 provinces of China from 2005 to 2019, and uses the Spatial Dubin Model (SDM) to investigate the relationship between carbon dioxide emissions reduction and high-quality development. The research results show that there is a U-shaped nonlinear relationship between carbon dioxide emissions reduction and high-quality development, and the impact of carbon dioxide emissions reduction on high-quality development has significant spatial heterogeneity. Although carbon dioxide emission reduction policies will reduce economic growth in the short term, the Chinese government should strengthen carbon dioxide emission reduction policies in the long run.
