A tanulmány a teokrácia mint uralmi forma (államforma) jelentését elemzi. Azt mutatja be, hogy a fogalom történetében három fő korszakot különböztethetünk meg. Az először legitimációs célokat szolgált, aztán az állami intézmények felépítésével volt kapcsolatban, majd az összehasonlító alkotmánytan kategóriája lett, melyet az állam–egyház viszony tanulmányozása során használnak.
