In the 1890s, the old Russian populism entered a period of protracted ideological crisis and disintegration. Legal populists, who urged the intelligentsia to continue cultural and educational activities among the people, especially popular in the 1880s, did not escape it either. This article is devoted to a little-known populist publicist and public figure, Yevgeny Dmitrievich Maximov, whose rapprochement with the cultural populists occurred only in the mid‑1890s. The interest to his ideological heritage is conditioned by the fact that it was he who in the early twentieth century would try to breathe new life into S. N.
