ONTOLOGICAL ASPECTS MODERNIZATION OF ECONOMIC SYSTEMS

The insufficient level development of the theoretical and methodological foundations of modernization transformations of economic systems in the conditions of European integration and globalization is substantiated. Modernizing transformations of socio-economic systems determined the relevance of the scientific discourse regarding the role and ratio of influence of the key driving forces of economic dynamics (state, market, society). It has been established that the implementation of transformational changes in the national economy in the direction of the formation of a more perfect structure and institutional support for the effective functioning of the economy is a process of its modernization. It was established that the goal of modernization transformations is the formation of a postindustrial economy, which should solve the fundamental problem of the industrial economy (limited resources), where innovative business and the service sector, non-material production, and nonmaterial needs dominate. It has been proven that in domestic economic history the driving forces of modernization transformations were in different initial conditions: from the dominance of state influence at weak market mechanism and weak democratic institutions to a key role of civil society with increasing market influences and ineffective institutional influence. It is emphasized on the importance of changing the institutional role of the state in the modernization process. In the modern realities functioning of the economic system of Ukraine, the change of the institutional role of the key institute is related to the need to ensure structural restructuring and intensity of production, accelerating the mobility of resources and the importance of taking into account global trends, heritage of the information revolution. It is established that modernization transformations of the national economy require measures to improve the efficiency of basic institutions, support market mechanisms, mobilize innovative resources and scientific potential to intensify the innovation process.  Theoretical and methodological provisions deepen the practical foundations of institutional support for modernization of the national economy.
