Föreningen Sveriges Socialchefer (FSS) har yttrat sig över socialberedningens delbetänkande "Erfarenheter av lVM och vissa andra socialtjänstfrågor" DsS 1983: 16 och med anledning härav anfört följande:Två år har gått sedan socialtjänstreformen genomfördes. Förväntningarna på reformen var stora och förberedelsearbete med bl a utbildning på olika nivåer hade skett på några håll i landet. Det var under hela utredningsperioden ovisst hur tvånget för vuxna missbrukare skulle handhas. Socialutskottet lyckades efter många behandlingar till slut att kompromissa sig fram till en social tvångslag för vuxna missbrukare, som skulle ersätta den gamla nykterhetsvårdlagen (Nvl).
