AbstractThe Holy Roman Empire existed 800–1806 and its ruler was Europe's only emperor west of the Balkans until the international recognition of the Ottoman and Russian imperial titles. Long condemned by historians as weak and largely irrelevant, the Empire is now recognized as a surprisingly robust and viable system of mixed monarchy resting more on consensus than on hard power.
