Introduction

This introductory chapter lays the groundwork for an understanding of how the Japanese health care system developed. By looking at Japan through a lens of historical institutionalism—with its emphasis on how, through timing and sequence, institutions affect policy preference, strategy, and norms of political actors—the chapter shows how new health care policies arise and change. To begin, the chapter explains how the Japanese health care system compares with the systems of other developed countries. Next, it reveals the theoretical framework used for understanding the policy development mechanism. After that, Tarō Takemi, an important figure in Japanese health care history, is discussed. Finally, this chapter provides a historical overview of health care policy at the end of the Tokugawa shogunate in order to understand the institutional and political contexts of the Meiji government.
