GLOCALISATION AND GOOD GOVERNANCE: DIALECTICAL UNDERSTANDING OF OPENNESS IN THE PUBLIC SECTOR THROUGH EDUCATION

View through CrossRef
The article explores the interrelation between glocalization processes and open public governance amid the transformation of modern state systems. It analyzes the theoretical foundations of good governance and their relevance in the context of globalization and localization challenges as a dialectical interaction of the general, the particular, and the singular. Special attention is paid to glocalization as an adaptive mechanism for implementing the principles of openness, transparency, accountability, and citizen participation in local self-government. The concept of digital glocalization (Roudometof, 2023) is examined, illustrating how global digital technologies are adapted to the local socio-cultural context of Ukraine and its territorial communities. The article investigates the education sector, digital e-governance tools, and case studies from Ukrainian communities. Particular focus is given to the Dnipropetrovsk region’s communities: Slobozhanska, Pidhorodnenska, and Hleiuvatka, which showcase effective approaches to implementing open governance in a localized context. A set of practical recommendations is proposed for local self-government bodies to enhance digital openness, including decentralized administration, the development of digital facilitators, flexible feedback mechanisms, and cultural adaptation of digital services. The article highlights the relationship between the glocalization approach and the emerging logic of network governance, which is gradually replacing hierarchical models. It emphasizes the importance of cultural legitimacy and the flexible adaptation of digital tools in building trust in government. Furthermore, the role of community participation in decision-making through digital instruments and participatory budgeting is analyzed. The importance of the educational component and institutional support is underscored, without which openness remains declarative. The study concludes that glocalization not only aligns with but strengthens good governance by shaping flexible and socially legitimate public administration. Ultimately, it stresses that the successful integration of global approaches with local conditions is critical for improving efficiency, resilience, and public trust in the digital era.
