Prologue

Described is the state of the Army of the Potomac as of June 1863, and how it had yet to win one battle in the first 21 months of the Army’s existence. Under the command of Generals George B. McClellan, John Pope, Ambrose Burnside, and Joseph Hooker, the army suffered under serious leadership failure. Meade, consequently, is ordered, not asked, by President Lincoln, to lead this dispirited Army on June 28, 1863.
