Abstract
World War I, which so revolutionized intelligence, also produced a revolution in Russia. That revolution resulted, in part, from Russia’s military defeats-defeats which in many cases resulted from German communications intelligence successes. But the forced abdication of Czar Nicholas II on March 2, 1917, was also due to the failures of his regime, which was described by one member of the Duma as being “handicapped by incompetence bordering on high treason.”
