Construction Regulatory Compliance and Public Building Project Delivery in Akure Metropolis, Nigeria

The research paper examines the correlation between the Construction Regulatory Compliance it terms of Environmental Standards Compliance, Project Timeliness and Project Cost performance on the construction of public buildings in Akure Metropolis. The analysis has shown that compliance with the environmental regulations is positively related to timely project completion and cost control. In particular, the Environmental Standards Compliance is moderately correlated with Project Timeliness (r = 0.454, p < 0.001, N = 104) stating that projects that are stronger in compliance are completed more-timely. On the same note, compliance correlates with Project Cost performance (r = 0.317, p = 0.001, N = 103) but in a positive direction, indicating that projects that comply with environmental standards have a higher chance of meeting or going below the budget. Also, there is a positive relationship between Project Timeliness and Project Cost (r = 0.324, p = 0.001, N = 103), which means that timely projects are more efficient in cost control, whereas delays lead to increased costs. Regression analysis also supports these results as Environmental Standards Compliance predicts 22.2 percent of the variance in overall Project Delivery performance (R 2 = 0.222, p < 0.001). The model indicates that as Environmental Standards Compliance increases by one unit, Project Delivery is expected to improve by 0.451 units (B = 0.451, p < 0.001). The ANOVA output (F = 29.142, p < 0.001) indicates that the model is statistically significant, and that environmental compliance has a non-trivial effect on the delivery of the project. These results indicate that the enhancement of environmental compliance can serve as a strategic tool to enhance the outcome of the project in the construction in public buildings in Akure Metropolis, and it can bring both environmental and economic values.
