The current state and prospects of postgraduate education for professional managers in the healthcare system of the Republic of Uzbekistan

Relevance . The training, retraining, and high-quality continuous professional education of managerial personnel play a crucial role in ensuring the integrity and ultimate effectiveness of the comprehensive healthcare system transformation being implemented in the Republic of Uzbekistan. Purpose of the study : to develop and introduce innovative mechanisms for the training, retraining, and continuous professional education of healthcare managers that align with the principles of the comprehensive transformation of the healthcare system in the Republic of Uzbekistan. Materials and methods . The study analyzed the results of the activities of the Department of Public Health and Healthcare Management at the Center for the Development of Professional Qualifications of Medical Workers of the Ministry of Health of the Republic of Uzbekistan for the period from 2018 to 2025. Data from 595 educational cycles conducted across 46 training programs, involving 19,711 specialists, were examined. Based on these data, innovative mechanisms for the training, retraining, and continuous professional education of healthcare system managers were developed and are currently being implemented. Results . Systemic challenges were identified in organizing the training, retraining, and high-quality continuous professional education of healthcare leadership. By degree of significance, these issues were ranked as follows: the majority of those in managerial positions do not hold a specialty in Healthcare Management and Public Health; a comprehensive system for developing a strategic reserve of managerial personnel has not yet been established; a system of differentiated continuous professional education for healthcare managers has not been introduced; a system for monitoring continuous professional education of professionals in managerial positions has not been developed. The innovative mechanisms for the training, retraining, and continuous professional education of healthcare managers developed and implemented by the Department include: a regional and institutional rating system; the implementation of the «Concept for the Organization of Training, Retraining, and Continuous Professional Education of Managers in the Healthcare System of the Republic of Uzbekistan,» through the application of mandatory differentiated algorithms and mechanisms of postgraduate education. Conclusion . Thus, the study substantiates the need for a targeted and differentiated implementation of innovative mechanisms for the training, retraining, and continuous professional education of managers in the healthcare system of the Republic of Uzbekistan, incorporating algorithms for monitoring educational processes.
