The genesis of USAID: institutional and ideological origins (1949–1961)

Аннотация. Статья посвящена изучению процесса создания администрацией Дж. Кеннеди американского Агентства по международному развитию, а также исследованию его институциональных и идеологических основ. В контексте анализа эволюции структур внешней помощи в США после Второй мировой войны выделяются отдельные этапы этого процесса, даются оценки деятельности агентств помощи, анализируется их идеологическая направленность, изучается роль руководителей. Показано, что основной движущей силой эволюции было противоречие внутри американской элиты между группами интересов, защищавших конфликтную доктрину взаимной безопасности с одной стороны и глобалистскую концепцию помощи развитию с другой стороны. Соответственно, создание новых агентств помощи (TCA, MSA, FOA, ICA, AID), направленность и эффективность их деятельности зависели от баланса политических сил в администрации и конгрессе США, а также во многом от личных качеств руководителей данных структур. Дж. Кеннеди, являясь одним из самых последовательных сторонников ускоренной глобализации, а также учитывая опыт деятельности предыдущих агентств, при формулировании своей программы и создании Агентства по международному развитию сделал основную ставку на процесс скорейшей интеграции слаборазвитых стран в мировую экономику, максимальное наращивание помощи развитию и моральную мотивацию внешней помощи. Созданное его администрацией агентство объединило все важнейшие правительственные структуры в сфере предоставления помощи, являлось политически независимым и контролировало все виды помощи (техническую, экономическую, гуманитарную и отчасти военную), что позволяло эффективно координировать их деятельность. Abstract. The article is devoted to the study of the process of creation by the administration of J. Kennedy of the American Agency for international development, as well as research on its institutional and ideological foundations. In the context of the analysis of the evolution of foreign aid structures in the United States after the Second World War, separate stages of this process are identified, assessments of the activities of aid agencies are given, their ideological orientation is analyzed, and the role of managers is studied. It is shown that the main driving force of evolution was the contradiction within the American elite between interest groups that defended the conflicting doctrine of mutual security on the one hand and the globalist concept of development assistance on the other hand. Accordingly, the creation of new aid agencies (TCA, MSA, FOA, ICA, AID), the direction and effectiveness of their activities depended on the balance of political forces in the us administration and Congress, as well as largely on the personal qualities of the leaders of these structures. J. Kennedy, being one of the most consistent proponents of accelerated globalization, and taking into account the experience of previous agencies, when formulating his program and creating The Agency for international development, placed the main emphasis on the process of rapid integration of underdeveloped countries into the world economy, the maximum increase in development assistance and the moral motivation of external assistance. The Agency created by his administration brought together all the most important government agencies in the field of assistance, was politically independent and controlled all types of assistance (technical, economic, humanitarian, and partly military), which allowed for effective coordination of their activities.

The article is devoted to the study of the process of creation by the administration of J.
Kennedy of the American Agency for international development, as well as research on its institutional and ideological foundations.
In the context of the analysis of the evolution of foreign aid structures in the United States after the Second World War, separate stages of this process are identified, assessments of the activities of aid agencies are given, their ideological orientation is analyzed, and the role of managers is studied.
