<b>Italian Abstract:</b> A proposito di sovranità degli Stati qualche riflessione specifica va svolta in relazione all‟Unione europea della quale Italia e Romania fanno parte. Si parla di “sovranazionalità” dell‟Unione europea quasi ad indicare una sovranità comune superiore alla sovranità di ogni singolo Stato che si vuole negare. Si parla di “cessioni” di parti di sovranità all‟Unione europea da parte degli Stati membri di questa, quasi che la sovranità fosse di per sé scomponibile in parti e senza considerare che una pretesa cessione “parziale” di sovranità significa esercizio pieno di sovranità. Senza considerare che il problema non è quello della pretesa cessione “parziale” di sovranità, ma è quello della “ripetizione” o revoca della pretesa cessione parziale della sovranità, che è ben possibile a termini dei Trattati.<br><br><b>English Abstract:</b> The development of the international law of human rights in the aftermath of World War II is one of the major achievements of international relations. Sometimes, however, these noble principles have been exploited and used as a pretext to interfere with some fundamental rights of States such as their territorial integrity and political independence. Moreover, international politics and law mainly focus on civil and political rights while far less attention is given to social and economic rights. In more general terms, then, there is a call for limiting or changing the "traditional" concept of State sovereignty because it would interfere with the full enjoyment of civil and political human rights. The lecture criticizes this approach and contends that even in a globalized world the State still remains the best social, legal and institutional framework for an effective protection and promotion of all the human rights and economic prosperity.
