THE IMPORTANCE OF CULTURAL DIPLOMACY IN THE DIPLOMATIC TOOLKIT OF ARTSAKH

The aim of the article is to put forward and support the idea that within the framework of the application of cultural methods included in the foreign policy toolkit, effective methods and techniques have been developed that allow countries not having high positions in the global political and economic spheres to increase the effectiveness of foreign policy and become recognizable in the international cultural scene. The task of the research is to emphasize the special importance of cultural diplomacy in the public diplomacy toolkit, by presenting the fact that a nation reveals its identity to the world and presents its values and ideas through culture. Thus, for achieving its fundamental goals, the Republic of Artsakh should develop a consistent, complex plan of actions which in this extreme period of our history will make it possible to appear the most attractive to the international community, that is, to use the great potential of culture to form an attractive image of the country. In the course of the research, along with the general philosophical dialectical method, general scientific methods (analogy, comparison, analysis, confrontation) and private scientific (descriptive, statistical) methods were also implied. As a result of the research, it was concluded that one of the priorities of Artsakh's foreign cultural policy, perhaps, can be considered competent management of historical and cultural heritage, therefore, strategies developed in this direction should be based on the requirements of the public, balanced relations between economic activity and the protection of the historical environment.
