(Kriminaliteti kibernetikë ) The Criminality of Cyber

<b>Albanian Abstract:</b> Krimi kibernetik është një prej sfidave më të rëndësishme për institucionet e Republikës së Kosovës në përgjithësi, si dhe për Policinë e Kosovës në veçanti. Republika e Kosovës ka ndërmarrë hapa konkret në krijimin e infrastrukturës ligjore për parandalimin dhe luftimin e të gjitha formave të krimit kibernetik, por ende mbesin shumë sfida, sidomos në kuptimin teknik të përballjes së suksesshme me këtë formë të krimit, që në Kosovë është fenomen relativisht i ri. Sot teknologjia informative përkatësisht kompjuterët dhe komponentët e tyre janë bërë pjesë e pandashme e përditshmërisë sonë. Në shumë fusha të jetës siç janë: fusha ekonomike, juridike, ushtarake, industriale,mjekësore,shkencore përdorimi i kompjuterëve ka mundësuar zhvillimin e një progresi aq të shpejtë, sa që mënyra e jetesës ka ndryshuar në mënyrë të pakthyeshme. <br><br><b>English Abstract:</b>The computer has made it possible to insert in its volumes of things, data and information, so that such a thing is imperceptible to human feelings. The computer has enabled with the help of processors, humanity to have connection and communication with the whole world at a very high speed. In the criminological literature, there are different opinions and findings of many authors regarding the relationship between computer criminality and organized crime. Most authors consider computer crime as a special form of organized crime. In the research of the problem of presenting the forms of computer crime, referring to the findings of the author A. Bequaj, who gives the conclusion that: "in dealing with the problem of computer crime, it starts from the assumption that the category of "white collar crime" also despite its many specifics, it also belongs to white-collar criminality", only a few forms of criminality have been divided", namely: theft, fraud, forgery, misuse, cabotage, giving secrets, espionage, pornography, propaganda.
