Incentives and rewards system and their impact to improve the performance of Amran hospital staff at the Republic of Yemen

ABSTRACT: The research aimed to identify the reality of the financial incentive system (salary, bonuses, moral incentives and social services, promotions, training) and to achieve the objectives of the search for the use of descriptive analytical method, and enable the design of the researcher. By 37% of the study population (259), the results revealed the following: The overall tool received an average of (2.88 out of 5) with a verbal grade (medium), and at the axes level; the moral incentive axis got the highest average (3.50 out of 5) followed by social services with an average of (3.40) and thirdly the salary and wage axis; an average of (3.16) (2.77), and (5) promotions, with an average of (2.67), all of them verbal (medium), offset by (neutral) direction by the sample, and the financial system came in sixth place; Verbal (sparse), which means that hospital staff reject the financial system and the mechanism of bonus payment. The results also showed a positive relationship between the incentives provided and their impact on the performance of the employees, which was according to the Pearson correlation coefficient (0.57) at the level of significance (000); medium- large. There were differences due to the variable monthly financial income, which were between those with income 30 thousand and less and between 31-89 thousand on the one hand, and the category 90 thousand and more; and in favor of the category of 90 thousand and more; and depending on the years of service between those with 5 years and less and between 6-10 years on the one hand, According to the salary system, between the volunteer system and the rotation contracts and the ratio on the one hand and the salary on the other and for Saleh (salary system), there were no differences according to the variables (age - sex). In light of the results, a number of recommendations and proposals were presented. الملخص: هدف البحث إلى التعرف على واقع نظام الحوافز المالية (الراتب، المكافآت، الحوافز المعنوية والخدمات الاجتماعية، الترقيات، والتدريب) بمستشفى عمران العام، وأثره في تحسين أداء الموظفين من وجهة نظرهم. ولتحقيق أهداف البحث تم استخدام المنهج الوصفي التحليلي، وتمثلت الأداة في استبانة- من تصميم الباحث- تم توزيعها على (97) موظفاً وموظفة بمستشفى عمران العام، بنسبة 37% من مجتمع الدراسة والبالغ (259)، وتم تحليل البيانات باستخدام البرنامج الإحصائي (SPSS) وكشفت النتائج أن عموم الأداة حصل على متوسط، (2.88 من 5) بتقدير لفظي (متوسطة)، وعلى مستوى المحاور؛ حصل محور الحوافز المعنوية على أعلى متوسط (3.50 من 5) يليه الخدمات الاجتماعية بمتوسط (3.40) وحل ثالثاً محور المرتبات والأجور؛ بمتوسط (3.16) ثم التدريب؛ بمتوسط (2.77)، وخامساً: الترقيات؛ بمتوسط (2.67)، وجميعها بتقدير لفظي (متوسطة)، ويقابلها الاتجاه (محايد) من قبل العينة، وجاء النظام المالي في المرتبة السادسة؛ بمتوسط (2.50) وأخيراً المكافآت، وكلاهما بتقدير لفظي (قليلة)، وهو ما يعني أن موظفي المستشفى يرفضون النظام المالي وآلية صرف المكافآت، كما أظهرت النتائج وجود علاقة إيجابية بين الحوافز المقدمة وأثرها على أداء الموظفين، حيث بلغت وفقاً لمعامل ارتباط بيرسون (0.57) عند مستوى (000.)، وتعني وجود علاقة (كبيرة) وعلى مستوى المجالات؛ تراوحت بين (30.0، 0.69)؛ أي بين متوسطة- كبيرة، كما وجدت فروق تعزى إلى متغير الدخل المالي الشهري، كانت بين ذوي الدخل 30 ألف فأقل وبين 31- 89 ألف من جهة، والفئة 90 ألف فأكثر؛ ولصالح فئة 90 ألف فأكثر؛ وتبعا لسنوات الخدمة بين ذوي 5سنوات فأقل وبين 6- 10سنوات من جهة، والفئة 11سنة فأكثر ولصالح 11 فأكثر؛ وتبعاً لنظام الراتب؛ بين نظام المتطوع وعقود المناوبات والنسبة من جهة والراتب من جهة أخرى ولصالح (نظام الراتب)، فيما لم توجد أي فروق تبعا لمتغيري (العمر- والجنس). وفي ضوء النتائج أوصى الباحث بإعادة النظر في آلية نظام الأجور والمكافآت لتطويرها بما يلائم توقعات الموظفين، وأن تمنح الدورات والتدريب والترقية الإدارية وفق أسس ومعايير وضوابط علمية منظمة.
