ГОСУДАРСТВЕННО-ЧАСТНОЕ ПАРТНЕРСТВО: СРАВНИТЕЛЬНАЯ ХАРАКТЕРИСТИКА ОТЕЧЕСТВЕННОГО И ЗАРУБЕЖНОГО ОПЫТА (Public-Private Partnership: Comparative Characteristics of Russian and Foreign Experiences)

<b>Russian Abstract: </b>В статье проводится сравнительный анализ зарубежного и российского опыта государственно-частного партнерства. Дана характеристика его основных моделей, используемых в Великобритании, США и России. В опыте Великобритании выделено взаимодействие государства и частных партнеров в рамках «Частной финансовой инициативы», показана роль Правительства в развитии государственно-частного партнерства. На при мере США показана роль муниципальных властей и частного бизнеса в решении проблем развития местного хозяйства, образования и культуры. В ходе анализа государственно-частного партнерства в России дана оценка первых шагов его развития, выявлены правовые и организационные проблемы, предложены меры по их решению. <b>English Abstract: </b>In the article the comparative analysis of the foreign and Russian experience of state-private partnership is conducted. Dana is the characteristic of its basic models, utilized in Great Britain, the USA and Russia. In the experience of Great Britain is isolated the cooperation of state and particular partners of within the framework “particular financial initiative”, the role of government in the development of state-private partnership is shown. On with the measure of the USA is shown the role of municipal authorities and particular business in the solution of the problems of the development of local economy, formation and culture. In the analysis run of state-private partnership in Russia estimation of the first steps in its development is given, lawful and organizational problems are revealed, measures for their solution are proposed.
