Abstract
In most accounts of the making of the Beveridge Report, the saga of retirement pensions has received relatively little attention. Generally, Bever idge’s task has been seen as unproblematic and essentially managerial-to merge and universalize the two existing schemes of non-contributory (1908) and contributory (1925) old age pensions into one new system, to co ordinate this with other parts of the reorganized social security plan, and to bring pensions up to a level of notional ‘subsistence’.
