Building Capacity in Africa: The Impact of Institutional, Policy and Resource Factors

This paper analyzes capacity building in Africa based on the experiences of the African Capacity Building Foundation (ACBF). The ACBF was set up through a collaborative effort of African Governments, the World Bank, the United Nations Development Program (UNDP) and the African Development Bank (ADB). The study develops a conceptual framework of capacity building followed by a review of the major perspectives explaining capacity deficiency in Africa. The empirical analyses show that there is a relationship between capacity building and institutional factors such as non‐receptivity of policymakers toward policy analysis, politicization of policymaking and lack of capacity prevailing in Africa. The correlation analyses reveal a statistically significant relationship between capacity building and the availability of human and material resources in the region. However, the weak relationship between capacity building and some of the resource variables such as donor funding and expatriate staff as well as the insignificant number of studies seem to suggest that the relationships should be further explored with a large data set. The study also indicates that gestation period, integration of program elements and institutional setting must be carefully considered in designing capacity building projects in Africa.

Le présent article analyse le processus de renforcement des capacités en Afrique, en se fondant sur l’expérience de la Fondation africaine pour le renforcement des capacités (ACBF). L’ACBF a été créée, grâce aux efforts collectifs des gouvernements africains, de la Banque mondiale, du Programme des Nations Unies pour le développement (PNUD) et de la Banque africaine de développement (BAD). L’auteur de l’article élabore d’abord un cadre conceptuel de renforcement des capacités, puis examine les principales perspectives concernant l’insuffisance de capacités en Afrique. L’étude empirique montre qu’il existe un lien entre le renforcement des capacités et les facteurs institutionnels, tels que l’absence de réceptivité des décideurs á l’égard de l’analyse des politiques, de la politisation du processus d’élaboration des politiques et de l’insuffisance de capacités dont souffre l’Afrique. L’analyse de corrélation révèle qu’il existe un lien significatif d’un point de vue statistique entre le renforcement des capacités et la disponibilité de ressources humaines et matérielles dans la région. Toutefois, le fait qu’il n’existe pratiquement aucun lien entre le renforcement des capacités et certaines variables – tels le financement des bailleurs de fonds et le personnel expatrié– qui influent sur la disponibilité de ces ressources, et l’insignifiance de bon nombre d’études donnent á penser que ces liens doivent õtre examinés avec un jeu important de données. L’étude montre également que la période de gestation, l’intégration d’éléments de programme et du cadre institutionnel doivent étre soigneusement pris en considération, lors de la conception de projets de renforcement des capacités en Afrique.
