Digital Campaigning and Electoral Success in Adamawa State, Nigeria: Opportunities and Limitations (2015–2025)

This study examines the nature, opportunities, and limitations of digital campaigning in relation to electoral success in Adamawa State, northeastern Nigeria, with particular attention to the synergistic interaction between WhatsApp, Facebook, and community radio as instruments of political mobilisation and voter outreach. Drawing on an integrative literature review methodology supplemented by documentary case study evidence from Adamawa's 2015, 2019, and 2023 elections, the study finds that digital platforms offer substantial opportunities for electoral actors in Adamawa, including expanded voter reach among the state's approximately 5.4 million internet users, cost-effective WhatsApp mobilisation networks that function as hierarchical force multipliers for resource-constrained campaigns, and youth engagement capacity demonstrated by evidence that mobile internet access is associated with approximately a two-percentage-point increase in voter turnout in comparable African contexts. The WhatsApp–Facebook–radio synergy emerges as the state's distinctive hybrid media infrastructure, enabling campaign content to cascade across platforms and audiences simultaneously, as evidenced by APC and PDP campaign operations across Adamawa's three most recent gubernatorial elections. However, the study also identifies serious structural limitations: persistent digital infrastructure deficits in rural local government areas, a gender-stratified urban-rural digital divide, widespread disinformation — most dramatically illustrated by the fabrication and circulation of doctored INEC result sheets during the 2023 gubernatorial election low digital literacy rates, and regulatory vacuums that allow digital campaign violations to operate without oversight. The study concludes that electoral success in Adamawa accrues to actors who integrate digital platforms and community radio within the hybrid media logic, and recommends a comprehensive approach combining digital campaign regulation, rural telecommunications investment, digital literacy programming, and platform governance reform.
