Rural Revitalization of Liberia: Challenges and Opportunities under the Government's ARREST Agenda

<p><span>Rural revitalization is, therefore, crucial for the long-term economic development and sustainability of Liberia; it is an issue with over 70 percent of the inhabitants in the rural areas. In this context, the government's strategic focus is on revitalizing these areas. The ARREST Agenda (Accelerating Revitalization and Economically Sustainable Transformation) is a model approach in tackling the issues facing rural communities with a view to exploring the potential to spur national growth. This is an agenda designed since the emergence as part of Liberia's post-civil war recovery, focusing on transforming again rural areas through investments in the other areas of agriculture, infrastructure, social services, and environmental sustainability. Though rural Liberia is vital for the economy of the state, it faces significant yet assorted social and economic challenges. Few exist in that the poverty levels therein are exceedingly high, and the provision of social services is very limited and fragile due to poor governance structures. Agriculture, which constitutes the backbone of rural livelihoods, remains, on the whole, predominantly a subsistence operation. Due to the locked nature of agriculture, communities heavily depend on substandard and unreliable supply chains. However, this is to change under the government of Liberia's ARREST Agenda, which prioritizes agricultural transformation by introducing modern means in farming, improving rural infrastructure like roads and energy, and easing access to social services to improve the quality of life in rural areas. Despite these moves, rural communities encounter many persistent challenges relating to their lack of financial capability, infrequent skills training, and climate change-related continuing output impacts on agriculture.</span></p> <p><span>The ARREST Agenda proposes a pathway to harness rural assets in tackling the pre-existing structural challenges towards national development in Liberia. Strategic avenues for opportunities within the agenda appear to be the modernization of agriculture for potential productivity enhancement and poverty reduction in rural areas, together with agro-industry and value chain development for local economic diversifications beyond conventional subsistence farming to market-oriented and more lucrative economic endeavors. In particular, improved infrastructure in transportation and energy would create the much-required economic growth by linking the rural areas situated away from urban markets and global trade networks. Moreover, improving social services such as health and education is equally necessary for that standard of living improvement and for sustainability progression within that bracket.</span></p> <p><span>The ARREST Agenda is filled with promise, but many hurdles are revealed in the literature concerning its successful implementation. Such as a lack of skilled human capital, poorly developed legal and regulatory frameworks, and weak local governance systems—challenges that touch upon the effective implementation of policy. The positioning of Liberia in a climate change-vulnerable area will easily aggravate agricultural productivity and food insecurity, in particular in rural areas. The ARREST Agenda will succeed only through the incorporation of these problems into a common multisectoral strategy that involves climate resilience, sustainable agricultural practices, and institutional strengthening. A coordinated approach with the government, local communities, and international partners is crucial for the success of these objectives. This review ends with recommendations for achieving greater impacts of the ARREST Agenda and ensuring sustained rural revitalization in Liberia.</span></p>
