Features of determining the cost of maintenance services for WIM

The article discusses the issue of determining the cost of maintenance services for automatic weight-in-motion (WIM) control points. The regulatory framework, cost structure, and specifics of metrological work are analyzed. The main problematic aspects of cost estimation are identified and ways of optimization are proposed to ensure the effective use of budget funds and the reliability of WIM operation.
Introduction. The development of public roads is an important factor in Ukraine's economic growth. The introduction of weigh-in-motion (WIM) systems ensures effective control of compliance with dimensional and weight standards, contributes to the preservation of road surfaces, and minimizes repair costs. In order to ensure the smooth operation of automatic Weigh-in-Motion (WIM) points, their maintenance must be carried out on a regular basis. In accordance with the requirements of public procurement legislation, the expected cost of such services must be reasonably determined and the possibility of comparing the price offers of participants must be ensured. In the absence of clearly defined methodological approaches to estimating the cost of WIM maintenance services, these procedures are significantly complicated.
Issues. Determining the cost of WIM maintenance services is a complex task due to the lack of a separate methodology adapted specifically for such complexes; significant time and resource costs for conducting metrological checks and calibrations; significant transportation costs due to the need to engage and move specialized vehicles and equipment used in performing metrological work; differences in labor costs depending on the number of lanes and the configuration of the complex. The combination of these factors leads to inconsistencies in cost estimates, complicates the forecasting of the expected cost of procurement, and causes significant variability in price proposals during procurement procedures.
Purpose. The purpose of the study is to analyze the peculiarities of determining the cost of WIM maintenance and to develop approaches to unify calculations.
Materials and methods. The article is of a review nature. The article uses a systematic approach, which is a set of general scientific methodological principles (requirements) based on the consideration of objects as systems.
Results. The article considers issues related to determining the cost of technical maintenance services for automatic weight-in-motion (WIM) stations on public roads.
