The history of the investigation from Peter I to our time: scientific heritage of Dmitry Olegovich Serov

Статья посвящена известному историку-правоведу, доктору исторических наук Дмитрию Олеговичу Серову и краткому анализу его исследований, посвященных изучению истории российского следствия от Петра I до нашего времени. Начав научную деятельность с изысканий в области истории духовной жизни русского общества XVII–XVIII вв., Д.О. Серов в дальнейшем занялся правовыми аспектами истории XVIII–XX вв., историей персонального состава отечественного государственного аппарата с акцентом на органы следствия, получив признание в нашей стране и за рубежом как один из лучших знатоков петровского времени, специалист в области истории российских правоохранительной и судебной систем, ведущий ученый в изучении истории следственных органов России. Д.О. Серовым были разработаны новые направления историко-правовых исследований; обнаружены, изучены и введены в научный оборот многие ранее неизвестные или лишь бегло упоминаемые архивные материалы, в числе которых Наказ «майорским» следственным канцеляриям от 9 декабря 1717 г. По результатам проведенных им исследований постановлением Правительства Российской Федерации от 27 августа 2013 г. № 741 введен новый профессиональный праздник – День сотрудника органов следствия Российской Федерации (25 июля – день образования первой следственной канцелярии М.И. Волконского), установлен ряд памятных дат истории отечественного предварительного следствия. Д.О. Серовым обосновано, что зарождение российских следственных органов произошло в виде следственных канцелярий. При этом за основу признания этих канцелярий таковыми берется их характеристика как самостоятельного постоянно действующего государственного органа, специально уполномоченного на расследование уголовных дел в досудебной стадии, для которого эта функция является единственной. Д.О. Серовым изучены также реализованные в России административная, прокурорская и судебная модели следственного аппарата, рассмотрены реформы следственных органов с петровского времени до создания Следственного комитета Российской Федерации. Отмечается значение исторических работ Д.О. Серова не только для профессиональной подготовки, но и для воспитания новых поколений российских следователей на лучших традициях следственного служения Отечеству. The article is devoted to the well-known legal historian, Doctor of Historical Sciences Dmitry Olegovich Serov and a brief analysis of his research on the study of the history of the Russian investigation from Peter I to our time. Having begun his scientific activity with research in the field of the history of the spiritual life of Russian society in the 17th – 18th centuries, D.O. Serov later took up the legal aspects of the history of the 18th – 20th centuries, the history of the personal composition of the domestic state apparatus with an emphasis on the investigating authorities, having received recognition in our country and abroad as one of the best experts in the time of Peter the Great, a specialist in the history of Russian law enforcement and judicial systems , a leading scientist in the study of the history of the investigative bodies of Russia. D.O. Serov developed new areas of historical and legal research; many previously unknown or only briefly mentioned archival materials were discovered, studied and introduced into scientific circulation, including the Order to the “major's” investigative offices of December 9, 1717. According to the results of his research, the Decree of the Government of the Russian Federation of August 27, 2013 No. 741 introduced a new professional holiday – the Day of an investigative officer of the Russian Federation (July 25 is the day of the formation of the first investigative office of M.I. Volkonsky), established a number of memorable dates in the history of the domestic preliminary investigation. D.O. Serov substantiated that the origin of Russian investigative bodies took place in the form of investigative offices. At the same time, the recognition of these offices as such is based on their characterization as an independent permanent state body specially authorized to investigate criminal cases at the pre-trial stage, for which this function is the only one. Serov also studied the administrative, prosecutorial and judicial models of the investigative apparatus implemented in Russia, considered the reforms of investigative bodies from Petrine era to the creation of the Investigative Committee of the Russian Federation. The significance of the historical works of D.O. Serov not only for professional training, but also for educating new generations of Russian investigators on the best traditions of investigative service to the Fatherland.
