Transformative potential of automation in European inland waterway transport

Abstract
This research explores the perception of various stakeholders on the transformative potential of automated and autonomous shipping on European Inland Waterway Transport (IWT). Inland waterway is vital to Europe’s transportation system, known for its low energy consumption and significant role in the EUs sustainable transportation goals. However, the sector faces challenges such as labor shortages and the need for increased efficiency and modal competitiveness. The research investigates the potential impacts, challenges and barriers to adopting highly automated and autonomous shipping technologies in Inland Waterway Transport, which is primarily traditionally dependent on manual operation. This transformation involves complex technical, practical, and organizational issues, necessitating a comprehensive understanding of diverse stakeholder perspectives, including logistics firms, port authorities, insurers, and legislators. Through extensive literature review, gathering of information from qualitative expert discussions, and comprehensive analysis, the study identifies opportunities and challenges in integrating autonomous technologies with existing IWT system. It assesses the economic, environmental, and regulatory implications, contributing to the transportation objectives of the European Green Deal. Key findings highlight the need for stakeholder collaboration to address safety, regulatory compliance, economic viability, and environmental sustainability. The research provides actionable insights and guidelines for policymakers to facilitate the gradual and safe integration of autonomous shipping technologies in the inland waterway sector across Europe bridging the knowledge gap in stakeholder perceptions, promoting a cohesive strategy for the future of autonomous inland shipping.
