Traffic Management Outside Settlements

The article investigates the organisation of traffic on intercity motorways outside settlements. The main purpose of the research is to study the patterns of influence of traffic flow characteristics on the level of road safety. The organisation of traffic outside settlements has its own characteristics that differ from the conditions of urban roads, so an important task is to ensure the safety and efficiency of vehicle movement at high speeds. Ensuring road safety is an international priority that requires a systematic and comprehensive approach. An effective solution to this problem involves the integration of strategic and operational measures aimed at reducing the level of accidents and injuries, as well as increasing the sustainability of the transport system. The study assesses the level of road safety by determining the structure of traffic flow and accident rates on a selected section of an intercity road. The key factors affecting traffic safety are analysed: vehicle speed, traffic intensity, vehicle types and road conditions. The results of the study show that optimisation of the speed regime is one of the most important aspects of improving road safety. Particular attention is paid to the analysis of the relationship between traffic intensity and accident rate. It is established that excessive traffic density or excessively high speeds significantly increase the risk of road accidents. Approaches to regulating the speed regime based on traffic flow modelling are proposed, which allows achieving an optimal balance between transport efficiency and road safety. In addition, the use of intelligent transport systems (ITS) for real-time traffic monitoring and control is investigated. The introduction of such systems increases the adaptability of road infrastructure to changes in traffic flows, which has a positive impact on safety. Thus, the results of the study and the proposed recommendations can be applied to the design of new and reconstruction of existing road networks, which will help reduce accidents and improve road safety outside of settlements.
