The impact of patriotic Mongolians on national resilience

Many countries around the world are developing and implementing national resilience strategies tailored to their unique characteristics, thereby strengthening their ability to respond to and recover from crises. For Mongolia, it is essential to analyze the current national resilience system and legal framework, enhance cross-sectoral cooperation and coordination, and formulate a comprehensive National Resilience Strategy that builds on the country’s existing defense and disaster management systems. Since patriotic citizens play a central role in strengthening national resilience, fostering patriotism among Mongolian youth and citizens and integrating this goal into all levels of education is a matter of national importance. This article examines the fundamental concept of national resilience and its core components, reviews global approaches, and highlights examples from technologically and economically advanced countries, including the United States, the United Kingdom, the European Union, and Japan. It also analyzes relevant strategies and practices from Mongolia’s neighboring countries, the People’s Republic of China and the Russian Federation, to identify key lessons applicable to the Mongolian context. The study applies a qualitative research approach based on document analysis, comparative study, and case examples from selected countries. It explores the role of patriotism in enhancing national resilience by providing sector-specific examples of how patriotic citizens can contribute to resilience-building efforts. Additionally, it defines the characteristics of a patriotic Mongolian and assesses the capacity of the Mongolian National Defense University to train such individuals. Finally, the study assesses how the university’s annual objectives align with national resilience priorities and the cultivation of patriotic citizens. The findings aim to support the development of a coherent and context-specific National Resilience Strategy for Mongolia that integrates defense, disaster management, and patriotic education to strengthen the country’s overall resilience.
