The construction and infrastructure engineering sectors are notorious for their complex, high-risk environments, where safety compliance is critical to mitigating hazards, improving worker welfare, and ensuring regulatory adherence. This review paper explores the effectiveness of contractor safety compliance systems (CSCS) in infrastructure engineering projects, emphasizing their role in enhancing safety performance, reducing incidents, and ensuring compliance with both legal and organizational standards. A comprehensive analysis of existing safety compliance frameworks is conducted, detailing their integration into project management processes, risk assessments, and safety culture initiatives. The paper examines how CSCS are implemented across different types of infrastructure projects, including roads, bridges, buildings, and industrial plants, and evaluates their success in fostering a proactive safety culture.
