STAKEHOLDER ENGAGEMENT PRACTICES IN PROJECT MANAGEMENT OF HOUSING SCHEMES IN PLATEAU STATE, NIGERIA

Effective stakeholder engagement is increasingly recognized as a critical determinant of project success, particularly in housing schemes where technical, social, and political interests intersect. This study investigates current stakeholder engagement practices in the project management of housing schemes in Plateau State, Nigeria, examining processes such as stakeholder identification and mapping, communication and consultation mechanisms, public-private partnerships, and integration of stakeholder feedback. Using a mixed-methods approach, primary data were collected from 50 purposively selected respondents, including project managers, government officials, developers, and community representatives, through structured questionnaires, interviews, and focus group discussions. Quantitative data were analyzed using descriptive and inferential statistics, including chi-square tests, correlations, and regression analyses, while qualitative data were thematically analyzed to provide contextual insights. Findings reveal that 75% of projects employed formal stakeholder identification methods, while 65% used mapping tools such as power-interest grids. Communication and consultation practices were moderately sustained, with 78% of projects utilizing multiple channels, though only 55% maintained engagement throughout project lifecycles. Public-private partnerships were prevalent in 65% of projects, with collaborative decision-making bodies enhancing stakeholder participation. Systematic feedback mechanisms were employed in 68% of projects, yet consistent integration into planning and implementation occurred in only 54% of cases. Challenges identified include funding constraints, communication gaps, marginalization of vulnerable groups, and conflicting stakeholder interests. Despite these challenges, structured stakeholder engagement positively influenced project adaptability, satisfaction, transparency, and timely delivery. Statistical analyses confirm that formal engagement strategies, inclusion of marginalized groups, and adequate communication significantly predict successful project outcomes. The study concludes that stakeholder engagement is a strategic tool rather than a procedural formality, capable of enhancing inclusivity, trust, and sustainability in housing projects. Recommendations include institutionalizing formal identification and mapping processes, maintaining continuous communication and consultation throughout project lifecycles.
