Hegemony Groupality and Civil Groupality (民心集格): A 2×2 Matrix of Progressive–Conservative × Heg-leaning/Civ-leaning ── A New Paradigm of Simup Sasang

This Working Paper introduces a new paradigm of Simup Sasang for analyzing collective political-economic dynamics. Built on the Theory of Groupality (Sim 2026, SSRN 6663558), the paradigm proposes a structural reframing: discard the Left–Right frame as an eighteenth-century parliamentary-geographic vocabulary insufficient for twenty-first-century analysis, preserve the Progressive–Conservative frame as a temporality-of-change vocabulary, and add a structural dimension of Heg-leaning (覇派, vested-interest oriented) versus Civ-leaning (民派, popular-heart oriented). The combination yields a 2×2 matrix with four positions: Progressive–Heg, Progressive–Civ, Conservative–Heg, and Conservative–Civ. The paper develops five contributions. First, the analytic case for discarding the Left–Right frame and preserving Progressive–Conservative. Second, a genealogical foundation tracing Heg-leaning and Civ-leaning to Paleolithic Fairness Sense (PFS) and post-agricultural surplus differentiation, anchoring both dimensions in human evolutionary history rather than modern ideology. Third, precise definitions of Hegemony Groupality (HG) ── collective entities operating through hierarchical concentration, asymmetric responsiveness, selective memory, and self-perpetuating reproduction ── and Civil Groupality (CG, 民心集格) ── collective entities operating through participatory deliberation, distributed accountability, and reciprocal recognition. Fourth, empirical applications to AI governance, financial markets, and political institutions. Fifth, methodological implications for accountability frameworks, particularly the Network Liability Matrix (NLM) and the Reputation Information Sharing Platform (GRISP). The decisive analytic insight is that the 2×2 matrix makes visible what the Left–Right frame conceals: both progressives and conservatives can be Heg-leaning, and both progressives and conservatives can be Civ-leaning. The Simup Sasang entry-point for political-economic analysis is therefore not "which party does the actor belong to" but "in which of the four quadrants does the actor operate." The paradigm is offered as a contribution to comparative political-economy, social ontology, and AI governance research, in dialogue with critical-theory traditions while adding a Groupality-grounded structural analytic.
