CONCEPTUAL FOUNDATIONS OF AN INNOVATION-ORIENTED HUMAN RESOURCE MANAGEMENT SYSTEM IN UKRAINIAN AGRICULTURAL ENTERPRISES

Introduction. Agricultural enterprises are facing a complex set of contemporary challenges, further complicated by the consequences of the war. The preparation and implementation of adequate responses to existing challenges largely depends on the availability of qualified personnel capable of ensuring the adaptation, recovery, and long-term sustainability of enterprise development. This determines the need to search for new approaches to human resource management aimed at coordinating the personnel, organizational, managerial, and informational components of the activities of agricultural enterprises. One of the directions for addressing these tasks is the formation of an integrated human resource management system, the effectiveness of which may be enhanced through the wide application of innovative approaches and modern HR instruments. Methods. In the course of the study, a systems approach was used to consider human resource management as a set of interrelated elements of the activities of agricultural enterprises. Methods of analysis, synthesis, and theoretical generalization were applied to substantiate the conceptual foundations of an innovation-oriented human resource management system. A complex-structural approach was used to identify interrelationships between the main elements of the human resource management system. The method of conceptual generalization was applied in the formation of the structure of the innovation-oriented human resource management system and the integration of modern HR approaches into the activities of agricultural enterprises. Results. The conceptual foundations for the formation of an innovation-oriented human resource management system in agricultural enterprises of Ukraine were substantiated. The main structural blocks of the human resource management system were identified, including competency-based, adaptive, information-digital, and motivational components, as well as the mechanisms for ensuring their implementation. An approach to assessing the effectiveness of the functioning of the human resource management system based on the identification of the object of assessment and the corresponding assessment indicators was proposed. The necessity of aligning the innovation-oriented human resource management system with the sectoral specifics of the functioning of agricultural enterprises in Ukraine and the contemporary challenges of agricultural sector development was substantiated. Discussion. Prospects for further research are related to the deepening of methodological approaches to assessing the effectiveness of the use of an innovation-oriented human resource management system in agricultural enterprises, substantiation of integral indicators for evaluating the effectiveness of its application, and the development of practical mechanisms for adapting human resource management systems to the contemporary challenges of the development of the agricultural sector of Ukraine.
