Development of a strategic management system for the Russian military-industrial complex

The article discusses the key features of the economic development strategies of the military-industrial complex of the Russian Federation. The authors studied the main functions of the state strategic planning in modern economic conditions. The legal framework of strategic planning of economic development of the military-industrial complex of the Russian Federation is considered. Taking into account the above, the authors developed a scheme of formation of the military-industrial complex in order to coordinate the organizational and economic interaction of enterprises of the military-industrial complex to ensure the modernization strategies of enterprises. The study proposed a number of measures to modernize the management of the military-industrial complex. Also, the authors identified a number of measures aimed at improving the management system of the military-industrial complex of the Russian Federation. The most important activities: the establishment of the coordination center for strategic development of the military-industrial complex under the Deputy Prime Minister of the Russian Federation, the integration of systems and management structures of enterprises of the military-industrial complex in the context of organizational and information aspects in order to maintain the life cycle of products from the stages of development and design to the phase of recycling through the introduction of problem-oriented electronic support systems, based on the structural changes in the needs of products of the military-industrial complex, comprehensive increase in economic efficiency of enterprises of the military-industrial complex, based on improving the competitiveness of products of all kinds, focused on both internal consumption and external, development and formulation of effective organizational and economic cooperation between enterprises of the military-industrial complex within a single industry information system of planning and management, and coordination of the processes of formation, concentration and redistribution of financial and material resources.
