Effects of Digital Transformation on Public Service Delivery in Nairobi County, Kenya

This study examined how digital transformation impacts public service delivery in Nairobi County, Kenya, with a focus on its influence on governance, efficiency, transparency, and citizen engagement. Globally, the adoption of digital platforms has enhanced accessibility and accountability in public institutions, and Kenya’s initiatives, such as e-Citizen and Huduma Centres, demonstrate their potential to address bureaucratic inefficiencies and improve service delivery. However, challenges such as uneven implementation, limited digital infrastructure, and low levels of digital literacy continue to hinder optimal performance. The research adopted a mixed-methods approach within a descriptive-explanatory research design, integrating quantitative and qualitative methodologies to provide a comprehensive understanding of the phenomenon under investigation. This design was chosen to allow triangulation of data and to capture both statistical trends and contextual insights related to digital transformation and public service delivery. The target population comprised government officers, ICT professionals, public administrators, and citizens actively engaged with digital service platforms in Nairobi County. To ensure fair representation across the diverse target groups, stratified random sampling was employed. Data were collected through structured questionnaires, in-depth interviews, and document review of relevant policy papers and reports. The quantitative data obtained from the questionnaires were analyzed using descriptive and inferential statistical techniques, including regression analysis, to determine the strength and nature of relationships between variables. The qualitative data from interviews were analyzed through thematic analysis, which enabled the researcher to identify recurring themes, patterns, and perspectives that enriched the interpretation of quantitative findings. The study established that digital transformation has significantly enhanced public service delivery across key dimensions such as efficiency, transparency, and accessibility. E-government platforms were found to reduce bureaucratic bottlenecks, minimize delays, and enable citizens to access essential services remotely, thereby saving time and costs. Furthermore, the development of robust digital infrastructure—such as improved internet connectivity and adoption of ICT tools—was identified as a crucial enabler of improved service delivery outcomes. The integration of data-driven decision-making processes was also found to strengthen accountability and resource allocation within county operations. However, the study revealed persistent challenges that constrain the full realization of digital transformation benefits. These include inadequate ICT infrastructure in some areas, cybersecurity vulnerabilities, inconsistent policy implementation, limited funding, and gaps in citizen and staff digital literacy. The research concluded that digital transformation is a critical driver of improved governance and efficient public service delivery in Nairobi County. Nonetheless, its long-term effectiveness depends on adopting a holistic and inclusive approach that addresses infrastructural, human capacity, and policy gaps. The study recommended strengthening ICT infrastructure across all departments, investing in continuous digital literacy programs for citizens and public officers, and enhancing cybersecurity frameworks. Additionally, the government should promote citizen awareness campaigns to foster a culture of digital inclusivity and active engagement. Ultimately, the study underscores that digital transformation is not merely a technological upgrade but a strategic governance reform that requires sustained investment, strong institutional coordination, and multi-stakeholder collaboration. When properly harnessed, digital transformation has the potential to redefine public service delivery in Nairobi County.
